Storage Providers opt in to storage deals and have the option to request infromation about the data providers before accespting deals. Data providers using the subsidized FIL+ program are KYC'd as a part of the approval process. There is a CID Sanction List that SP's can opt in to. Developing repuration systems is a work-in-progress. But Filecoin cannot filter data and anyone can store data on Filecoin through many different interfaces.
