Sort of - yes, it does in that you have a list of peers that everyone will try to connect to. To start working around it you need to start your own bootstrapped peer. Fundamentally, you need to join network somehow. You have to know a peer with whom to connect to get onto network. You can use any node as a bootstrapped node, just need to know multiaddr.
